The origin of Jura and the Shinju clones

The Shinju Clones appeared early in Boruto: Two Blue Vortex. They evolved from the Claw Grimes, creations of Code, who used his mark to generate humanoid soldiers with Rinnegan abilities. These beings devoured people, transforming them into small divine trees and, subsequently, into Shinju Clones — conscious versions with traces of the chakra of the absorbed individual.
However, Jura is an exception: he did not emerge from the absorption of a shinobi, but rather from the remnants of the Ten-Tails itself. Thus, he represents the most evolved and dangerous form among all the Shinju Clones, in addition to leading them.
Why does Jura want Naruto and Himawari?
Each Shinju Clone pursues targets related to its "model." For example, Hidari seeks Sarada because it absorbed Sasuke. Following this logic, Jura, with the essence of a Tailed Beast, would naturally be after Naruto, who has possessed the chakra of the Beasts since the Fourth Great Ninja War.
