In Eiichiro Oda's One Piece story, whenever a character receives this kind of visual prominence, especially on symbolic dates or chapter covers, there's a strong connection to the future. Usopp is glued to Luffy in this art, along with the backdrop of architecture and setting that strongly resembles the Norse or mythological .

Honestly, if the Elbaf arc finally sees Usopp's consecration as the "Brave One of the Seas," I think we'll be in for one of the most emotional arcs since Enies Lobby. He's long deserved this narrative redemption—and Elbaf seems like the perfect place for it.
