Using drawing principles and information provided by other comments, the otaku in question started with the character's height. Chizuru is 1.65 meters tall, according to the official Wiki, and her body was divided into proportional parts to obtain an approximate head measurement. From there, they used rulers to measure the distance from her back to her chest and from her chest to the tip of her bust.
