10. Yagura Karatachi
First, it's worth noting that little is known about Yagura. However, it's worth noting that he's the fourth Mizukage and known as the Bloody Mist. He's also the wielder of the three-tailed Bijuu and became extremely famous for mastering it. Therefore, I believe he deserves to be on our list!
09. Tsunade
The granddaughter of the First Hokage couldn't be left out either! In fact, she became a legend, being part of the Three Legendary Sannin and becoming the Fifth Hokage. Therefore, it's worth highlighting her brute strength and her medical skills, making her considered the greatest doctor in the world!
