10. Yagura Karatachi
First of all, it's worth noting that little is known about Yagura. However, it's still important to highlight that he is the Fourth Mizukage and known as the Bloody Mist. Furthermore, he is the jinchūriki of the Three-Tailed Beast and became extremely famous for controlling it. Therefore, I believe he deserves to be on our list!
09. Tsunade
And who couldn't be left out is the granddaughter of the First Hokage! In fact, she became a legend, being one of the three legendary Sannin and becoming the Fifth Hokage. Therefore, it's worth highlighting all the brute strength she possesses and her medical skills, being considered the greatest doctor in the world!
08. Hatake Kakashi

Tobirama was one of the founders of Konoha and obviously one of the strongest ninjas in the village. Furthermore, it has been stated several times in the anime that he created various ninja techniques. Finally, it's worth noting that he was responsible for the death of Madara's brother.

03. – Minato Namikaze
Now, opening our top 3, we have the Yellow Flash! He was the Fourth Hokage and bravely died sacrificing himself to seal the Nine-Tailed Fox inside his son. Furthermore, it's worth highlighting that he is the creator of one of the most famous techniques in anime: the Rasengan. He also perfected the Flying Thunder God technique.
02. – Senju Hashirama
Here we see the founder of Konoha. He was the first Hokage and the only one capable of standing up to Madara. With that, he left a legacy for all future generations of Kages worldwide and always stood out for his unique Ninjutsu: Wood Release. A true legend!

First and foremost, it couldn't be anyone else! Because, from the beginning of the anime until now, we've followed this guy's journey to becoming Hokage. Therefore, it was simply memorable when that day arrived, after going through many difficulties and irreparable losses along the way.
