According to an article on the Anime Corner, the streaming platform Crunchyroll will undergo significant changes to its operation in the United Kingdom. The British government has classified the service as "Tier 1," which requires compliance with strict viewer protection standards.

To better understand the policies, streaming services must remove material deemed harmful or offensive to ensure the safety of young audiences in the country.

New rules and guidelines for Crunchyroll in the UK

The document “Creating a Safer World”, by Baroness Bertin, was commissioned by the House of Commons for printing on 27 February 2025 ( PDF ). See also the BBFC press release of 27 February 2025.

In addition to the planned content moderation, the new rules impose strict accessibility goals. The streaming platform will need to offer subtitles in 80% of its catalog, as well as audio description and sign language. Meanwhile, the regulatory body OFCOM will monitor the presence of content that could harm the moral development of minors under 18. Therefore, works that feature extreme violence or adult themes will face severe access restrictions.

Impact on anime streaming

Crunchyroll surpassed 130 million global users in 2024, solidifying its market position. However, this new regulation may force the implementation of more robust age verification systems. Thus, the United Kingdom serves as a laboratory for future digital streaming policies.
