Original creator Akira Toriyama is in charge of the script and character design. He had already begun working on the script while the previous film, Dragon Ball Super: Broly, was still in production. Toriyama shared the following message with fans:
Just like with the previous film, I'm heavily involved in writing the story and dialogue for another amazing movie.
I really shouldn't say too much about the plot yet, but be prepared for some extreme and fun fights, which may introduce an unexpected character.
We'll be charting uncharted territory in terms of visual aesthetics to give the audience an incredible ride, so I hope everyone is looking forward to the new film!
Planning for the new film project began in 2018, before the release of Dragon Ball Super: Broly. The film aims to tell "a large-scale story." In addition to story composition and character design, Toriyama is also writing dialogue for the film.
The film will therefore be the 21st in the Dragon Ball franchise overall.
