Original creator Akira Toriyama is in charge of the script and character designs. He was already beginning work on the script while the previous film, Dragon Ball Super: Broly, was still in production. Toriyama shared the following message to fans:

Planning for the new film began in 2018, before the release of Dragon Ball Super: Broly. The film aims to tell "a story on a grand scale." In addition to story composition and character design, Toriyama is also writing dialogue for the film.
