Spoilers revealed from the pages state that the Kuja Pirates were so popular in the depicted era that it would be inconsistent to leave them out of the flashback. They were seen as rebellious "idols" of the sea, with extremely high bounties and worldwide fame. Roger vs. Kuja: A battle for Shakuyaku's heart
In an unexpected confrontation, Roger's Pirates attempt to recruit Shakuyaku, but she stylishly refuses: she punches Roger and responds with hilarious lines like "stop fighting, I'm not a prize." Gloriosa even declares her love for Roger, who in turn replies, "I can't! I want to see Shakky!"
