At that moment, the only viable strategy for victory would be to fuse with Gohan, thus combining their powers.
Goku agrees to the proposal, unsuccessfully attempting to fuse with Gohan, who is promptly absorbed. Upon encountering a recovered Vegeta, Super Buu, now more powerful, quickly overpowers them. Faced with the imminent threat, Goku and Vegeta decide to overcome their differences and opt for a permanent fusion using the "Potara Earrings," creating Vegito. The misconception that Kid Buu is more powerful than Super Buu stems from two fundamental reasons. First, he is considered the ultimate villain, following the typical progression of antagonist forms in the Dragon Ball series (like Frieza and Cell), where each new phase represents an increase in power. While it's logical to assume that Majin Buu's final form is the most powerful, Dragon Ball Z surprises by challenging this expectation, presenting a final battle with Goku without the need for fusion.
The second reason lies in the destruction of planet Earth by Kid Buu, along with other planets. However, it's crucial to remember that Super Buu was about to perform the same feat until Goku and Vegeta fused. During the fight against Vegito, Super Buu could have repeated this act of destruction, but the fusion gave Vegito enough power to resist and counterattack. In short, if Goku and Vegeta hadn't fused, Super Buu would have annihilated Earth at that moment, just like Kid Buu did.
If Goku and Vegeta had chosen to fuse again for the final confrontation, they would undoubtedly have completely dominated Kid Buu. However, unfortunately, the characteristic pride of the Saiyans interfered with this possibility. Thus, the only solution was to enlist the help of all life forms on Earth to eliminate Kid Buu, using the powerful Genki Dama.
In short, the predictability stemming from Kid Buu's pure evil and lack of personality makes him the most easily understood form of the villain. However, the undeniable fact is that Goku and Vegeta resorted to fusion to face Super Buu, especially after his absorption of Gohan.
