Before Halloween arrives in Japan, the mayor of Shibuya has taken measures to prevent crowding. Drinking will be banned in the area before Halloween, and the 35 local shops must not sell alcohol. They have also hired around 300 private security guards, and 150 municipal officials will assist with patrols.

According to the mayor, these measures are necessary because the celebrations on that day in Shibuya turned into a giant, out-of-control party.

"The situation is much more serious than just overtourism. We're talking about a lot of abandoned trash, arrests for harassment, and property damage."

They fear that Shibuya is at risk of a disaster similar to the Halloween incident in the South Korean capital the previous year, which resulted in the deaths of more than 150 people. However, the city has also become a major entertainment hub due to Shibuya Incident . So, despite the mayor's precautions, the anime could spark people's interest in visiting the location.
