The profile @Sandman_AP brought back a response from an interview done in 2009, where Eiichiro Oda explains why he doesn't want to do romance. According to the mangaka, One Piece is a story for boys who like shonen, and not for an audience that likes romance.

“I don't draw romance because One Piece is a manga for boys. Female fans ask me to draw romance, but if they want to read that, they should read a shoujo manga, that's not my job. I don't care how many women fall in love with Luffy, but I don't think it would be good if they loved each other.”

Synopsis:

The story revolves around Monkey D. Luffy, a young man who gained a body made of rubber after eating the magical fruit Gomu Gomu no Mi (the Rubber Fruit). He was inspired by his childhood idol, the powerful pirate Shanks the Red, to become a pirate and sail on a journey across the sea to find the mythical treasure, the One Piece, and proclaim himself the Pirate King.
