One Piece is a shonen manga, a genre dedicated to young boys and themes related to action and adventure. However, many One Piece fans also wish to see romance in the series even though it's not part of its main theme. Eiichiro Oda has stated in an interview that he doesn't plan to include romance, as his manga is for a shonen audience.

The user @Sandman_AP brought back an answer from a 2009 interview where Eiichiro Oda explains why he doesn't want to write romance. According to the mangaka, One Piece is a story for boys who like shonen manga, not for an audience that enjoys romance.
“I don’t draw romance because One Piece is a manga for boys. Female fans ask me to draw romance, but if they want to read that, they should read a shoujo manga; that’s not my job. I don’t care how many women fall in love with Luffy, but I don’t think it would be good if they loved each other.”
Synopsis:
The story revolves around Monkey D. Luffy, a young man who gained a body made of rubber after eating the magical Gomu Gomu no Mi (Rubber Fruit). He was inspired by his childhood idol, the powerful pirate Shanks the Red-Haired, to become a pirate and sail on a journey across the sea to find the mythical treasure, the One Piece, and proclaim himself the King of the Pirates.
