The film is part of Sunrise's 50th-anniversary celebrations and will be directed by Mamoru Oshii, known for works such as Ghost in the Shell. The released teaser shows intense war scenes, as well as the mysterious figure called "The Witch".
The original creator of VOTOMS, Ryosuke Takahashi, will participate as a production supervisor. According to him, the expectation is to see Oshii's characteristic "visual touch" applied to the series' military universe.

Furthermore, the soundtrack will be composed by Kenji Kawai, a frequent collaborator of Oshii on projects such as Ghost in the Shell. The mechanical design will be handled by Yoshinobu Tsuneki and Yoshitada Sono, artist of the manga VOTOMS AT Stories.
However, the first promotional video also featured a new model of the famous Scope Dog, the franchise's main Armored Trooper. Finally, the material included eight previously unseen images from the production and confirmed that the release date for the second part of the film will be revealed in the future.
